பள்ளிக் கல்வி-தமிழ்நாடு மேல்நிலைக்கல்விப் பணி-முதுகலை ஆசிரியர் காலிப்பணியிடங்களில் பதவி உயர்வுக்கு ஒதுக்கப்படும் 50 சதவிகித பணியிடங்களில் ஆசிரியரல்லாத பணியாளர்களுக்கு 2% ஒதுக்கீடு அடிப்படையில் பணிமாறுதல் மூலம் முதுகலை ஆசிரியராக பணி வழங்கப்படும் நடைமுறையில் விதித்திருத்தம் செய்யப்பட்ட விவரம்- அரசாணை அனுப்புதல் சார்ந்து:- பார்வை 

1. அ.ஆ(.நிலை) எண்.720, கல்வித்துறை நாள்.28.04.1981.
2. அ.ஆ(நிலை) எண்.21, பள்ளிக்கல்வித்துறை நாள்.02.11.2011. 
3. அ.ஆ(நிலை) எண்.212, பள்ளிக்கல்வித்துறை நாள்.22.11.2019. 
4. அ.ஆ(.நிலை) எண்.14, பள்ளிக்கல்வித்துறை நாள்.30.01.2020. 5.அ.ஆ(.நிலை) எண்.261, பள்ளிக்கல்வித்துறை நாள்.09.12.2024. 

 

பள்ளிக்கல்வித் துறையில் தமிழ்நாடு மேல்நிலைக்கல்விப் பணி சிறப்பு விதிகளில் முதுகலை ஆசிரியர் காலிப்பணியிடங்களில் 50% பதவிஉயர்வுக்கும் 50% நேரடி நியமனத்திற்கும் ஒதுக்கப்பட்டுள்ளது. விதி 2(b)(i) ன்படி கண்காணிப்பாளர், உதவியாளர், இளநிலை உதவியாளர்/தட்டச்சர் பதவிகளில் இருந்து முதுகலை ஆசிரியராக பணிமாறுதல் மூலம் (Recruitment by transfer) செல்வதற்கு பதவி உயர்வுக்கு என ஒதுக்கீடு செய்யப்பட்ட 50 சதவிகித காலிப்பணியிடங்களில் இருந்து 2 சதவிகித பணியிடங்கள் ஒதுக்கப்பட்டுள்ளது. 

தற்போது மேற்காணும் 2% ஒதுக்கீட்டினை நேரடி நியமனத்திற்கென ஒதுக்கப்பட்ட 50% பணியிடங்களுள் 10% உள் ஒதுக்கீடு ஏற்கனவே பணியாற்றும் இடைநிலை/ சிறப்பு ஆசிரியர்களுக்கு வழங்கப்படுவதிலிருந்து 8% ஆக குறைத்தும் எஞ்சிய 2% அமைச்சுப் பணியாளர்களுக்கு உள் ஒதுக்கீடு செய்தும் தமிழ்நாடு மேல் நிலைக் கல்விப்பணி சிறப்பு விதிகளில் Re-issue வெளியிடப்பட்ட அரசு ஆணை நிலை எண்.14 பள்ளிக்கல்வித் துறை நாள் 30.01.2020ல் விதி 2(b)(ii)க்கு பார்வை 5 ன்படி விதித்திருத்தம் பெறப்பட்டுள்ள அரசு ஆணை இத்துடன் இணைத்து அனுப்பப்படுகிறது.

In the Government order 1st read above, orders have been issued to appoint the Post Graduate Teachers by the method of recruitment by transfer from the Tamil Nadu Ministerial Service in the School Education Department. 

2. In the Government order 2nd read above, the Special Rules for the Tamil Nadu Higher Secondary Educational Service were re-issued, duly incorporating the above said provision along with fixing the maximum age limit and qualifications in accordance with National Council for Teacher Education Notifications. 

3. In the letter 3rd read above, the Director of School Education has sent the proposal to amend the Special Rules for the Tamil Nadu Higher Secondary Educational Service to fill up the 2% of vacancies in the post of Post Graduate Assistant, reserved for the staff of Tamil Nadu Ministerial Service be filled through Direct recruitment, instead of recruitment by transfer, as being followed for the Secondary Grade Teachers and the Director of School Education has informed that the minimum percentage of Secondary Grade Teachers avail the 10% of vacancies of Post Graduate Assistant earmarked for direct recruitment and also requested to reduce the vacancies earmarked for the Secondary Grade Teachers to the Post of Post Graduate Assistance to be filled through direct recruitment from 10% to 8%. 

4. The Government after careful examination have decided to accept the proposal of the Director of School Education and accordingly issue the following amendments to the Special Rules for the Tamil Nadu Higher Secondary Educational Service. The following Notification shall be Published in the Tamil Nadu Government Gazette:- 

NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu Higher Secondary Educational Service, (Section 37 in Volume -II of the Tamil Nadu Services Manual, 2016).

AMENDMENTS

In the said Special Rules, in rule 2,-

(1) in sub - rule (a), in the tabular column, in column (2),-

(a) against the entry "II.(1) Post Graduate Assistant in Academic subjects" in column (1), item (iii) shall be omitted;

(b) against the entry " (2) Post Graduate Assistant in Languages" in column (1) item (iii) shall be omitted;

(2) in sub-rule (b), in clause (ii),-

(a) in the first and second provisos, for the expression "ten percent", the expression "eight percent" shall be substituted;

(b) for the fourth proviso, the following provisos shall be substituted, namely:-

"Provided also that out of the substantive vacancies earmarked for direct recruitment to category 1, Post Graduate Assistant in Academic subjects and category 2, Post Graduate Assistant in Languages under Class-II, two percent of vacancies shall be reserved for the qualified members of the Tamil Nadu Ministerial Service belonging to the School Education Department, namely, Superintendent, Assistant/Steno-Typist and Junior Assistant /Typist:

Provided also that if sufficient number of suitable Superintendent, Assistant / Steno-Typist and Junior Assistant/Typist working in the School Education Department are not available for direct recruitment, such vacancies shall be filled up by other candidates from the open market."
